In the 21st century, especially in the growing cities of developing countries, water for drinking and irrigation is becoming more and more scarce. It is feared that wars may break out over water. In order to promote sustainable development and to maintain peace in the cities of the world, global cooperation between citizens, local governments and businesses to promote the use of rainwater is urgently called for. Towards this purpose People Promoting Rainwater Utilization would like to put forward the following proposal for an 'International Rainwater Center.'

Purpose
A base for activities to promote regional independence and to build a self-sustaining society through rain water utilization.
A base for a network which exchanges information about rainwater.
A base for activities which promote international contributions mainly to the Asia Pacific region concerning rainwater utilization.
A base for research and development to improve technologies for rainwater utilization.

Utilization's Guiding Principle
     
Basic function
as a focal point for activities
         
We aim to save planet Earth, which is irreplaceable, by joining hands with people of the world to promote rainwater utilization and revive the Earth's natural water cycle. Also we aim to preserve and create 'rain culture.'   Partnership between Citizens, Government Administrations and Businesses is very important. We must try to deepen the sharing of information and mutual understanding between these 3 entities and build a relationship where the expertise and unique abilities of each entity are respected and utilized.   ・To promote the spread of rainwater utilization through educational activities.
・Research and development of rainwater utilization technologies.
・Research into 'rain culture.'
・Environmental education that emphasizes the importance of rainwater.
